During the implementation of the tenth national five-year plan and layout of eleventh national five-year plan, the country has considered developing unpackaged cement and speedily utilizing pre-churning concrete and sand slurry as the fundamental content of the sustainable, complete and coordinative development of national economy and our society. The national development and reform committee, ministry of finance, business, construction, and transportation have consistently established a series of policies and regulations concerned with unpackaging of cement and prohibition of in-field churning of concrete and sand slurry. Jiangsu, Zhejiang, Guangdong, Sichuan, Beijing, Shanghai and other provinces and municipalities have also emended governmental regulations which encourage the unpackaged cement and prohibit in-field churning of concrete and sand slurry, and strengthen propaganda and punishment of violation. Governmental financing support and increment in market demand have provided manufacturing enterprises with unprecendent development opportunity and market potential to carry out the transportation equipment of unpackaged cement and pre-churning cement and sand slurry.
